Job description
- Develop, manage, and implement an effective resourcing strategy for permanent staff to fulfil the University needs, in support of the University’s strategy on the fourth industrial.
- Monitor, review and continuously develop resourcing policy, ensuring that people resources are in place to meet the short- and long-term goals and objectives of the UJ.
- Compile and communicate annual recruitment schedule across the University as well as manage the response handing of advertised positions.
- Ensure that the resourcing procedures support the business objectives of UJ and comply with the Resourcing Policy.
- Build and manage relationships with external suppliers and partners to ensure costs of resourcing activity are minimised and controlled.
- Work in partnership with HR colleagues and recruiting managers to develop proactive resourcing policy, practices and initiatives which support recruitment of high-quality staff.
- Advise, coach and up skill hiring managers on the recruitment policies, tools, processes, interviewing skills and on the most appropriate assessment tools to be used to ensure consistency in recruitment that adheres to best practice.
- Develop and manage direct recruitment channels such as PNet, circulars, job boards, headhunting, professional networking websites, international recruitment platforms and social media where appropriate.
- Attend structured meetings with key stakeholders including the HR Business Partners unit to maintain understanding of operational recruitment needs and offer support to the team.
- In conjunction with the key HR Teams (HRBP & HRA, HRIS) develop effective reporting structure for information collation and reporting.
- Establish a database of internal and external candidates to ensure the University is supplied with a pipeline of suitable candidates.
- Develop proactive ‘talent retention and attraction’ strategies working in conjunction with HRBP, promoting UJ as an ‘Employer of Choice’.
- Promote sound resourcing practices to attract and retain quality staff aligned with the UJ EE plan.
- Develop innovative and cost-effective advertising streams to attract and retain a large, diverse, and skilled applicant pool.
- Develop and monitor Employee Value Proposition strategies.
- Monitor and evaluate the effectiveness of resourcing across the organisation, identifying and implementing improvements which need to be made.
- Provide expert advice and guidance to HRBPs and managers on the most effective resourcing solutions to meet their needs.
- Ensure resourcing activity conforms to best practice and current employment legislation.
- Develop and maintain systems and processes to ensure accurate management information is provided to the business on resourcing.
- Development of recruitment processes and systems to ensure a highly effective recruitment cycle is developed.
- Manage recruiting, performance, training and supervising of a team of resourcing officers.
- Ensuring compliance of all staff to procurement policies and procedures.
- Compile and control the unit’s budget.
- Attend departmental meetings and represent the department at internal and external meetings.
- Oversee the administration of work permits.
Minimum requirements
- Postgraduate qualification (NQF 8) with 3 years’ relevant experience, or
- Relevant Undergraduate qualification (NQF 7) with 5 to 8 years’ relevant experience, or
- Relevant Professional Certification (Technical/Specialised positions) (NQF 7) with 5 years’ experience.
- Knowledge of employment legislation particularly with regard to recruitment.
- Knowledge of workforce planning.
- Ability to manage, motivate and inspire a team.
- Strong communication skills, both written and verbal.
- Project management skills, proven ability to manage and implement projects with multiple project streams.
- Good level of decision-making skills, able to make and provide clear rationale for decisions.
- Good negotiation and influencing skills, able to consult with and persuade others to own point of view.
- Excellent research and analysis skills with the ability to analyse data from a wide range of sources.
- Must possess a high degree of resilience with the ability to appropriately challenge existing practices.
- Creative and innovative thinker.
