The Payroll Department is responsible for the effective payroll management through robust internal payroll management procedures to ensure accurate and cost-effective payroll management processes.

Job Description:

Payroll Supervisor is responsible for supervision and coordination of all payroll processing operations. The role requires ensuring accuracy of the payroll earning and deductions including correct application of the relevant legislative requirements.

Responsibilities: 

 The Incumbent will be expected to:
  • Supervises day-to-day operations of the payroll staff to ensure efficient payroll operations.
  • Supports the senior manager to direct and oversee the daily operations of the department.
  • Develops the department’s work plan and operational procedures.
  • Ensures effective and efficient payroll operational standards by contributing towards operational plans, monitoring team’s productivity, ensuring quality of output, customer service standards and resolving problems.
  • Coach and motivate staff within the function.
  • Fulfils garnishee order requirements by completing relevant forms and adjust payroll records, documents any withholdings.
  • Administers the monthly payroll processes for full time and part time employees.
  • Ensure that staff is paid accurately and timeously.
  • Ensure completion of the final payroll process by due dates.
  • Create suppliers and validate all payroll related payments on the AP system.
  • Adheres to legislative and regulatory requirements.
  • Keeps abreast with developments in the payroll field.
  • Meets payroll financial standards by improving annual budget information, monitors expenditures, and identifying system improvements.
  • Reconcile payroll accounts, (payroll control accounts) by auditing information, identifies and resolves discrepancies and initiates journal entries.
  • Interprets, applies, and ensures compliance with the university policies and procedures and regulations pertaining to financial and accounting principles.
  • Reviews payroll submissions and monitors adherence to guidelines and requirements.
  • Assists the senior manager in implementing disciplinary measures for non-performance.
  • Remits tax payments by collecting and verifying data, prepares payroll and budgetary reports.
  • Accurately and timeously compiles and files tax reports.
  • Ensure reconciling items are resolved before next payment run.
  • Team’s talent management. 
  • Guides team in identifying and correcting any deficiencies.
  • Coordinates and facilitates the training of staff.
  • Inputs towards the Individual Development Plans.
 

Minimum requirements

  • A degree in Finance, Accounting, Financial Management or Business Management Degree (NQF7)
  • 3 to 5 years’ experience or more within the payroll environment
  • At least 3 to 5 years’ experience of managing a small to medium team

Recommendations:

  • Legislation and regulatory acts relevant to payroll, e.g., BCEA, Pension Funds Act, Tax Act, Basic understanding of  HR.
  • Strong reconciliation experience
  • Good Microsoft Office experience with advance Excel
  • Registration with SAPA will be an advantage
