Job description

To effectively manage, control and conserve all properties owned, leased and disposed by UJ in accordance with the MasterDevelopment Plan (MDP) as per allocated project.
 
Responsibilities:
 
  • Manage projects related to the owning, acquisition, and development of property in accordance with the requirements of the MDP in the best interest of UJ.
  • Project manage all property related projects, such as planning, directing, executing, monitoring, and controlling and risk management in accordance with MDP.
  • Manage lease agreements in line with the requirements of the MDP and ad hoc extraordinary requirements as per allocated project.
  • Ensure that the minimum requirements of the MDP pertaining to the alienation and disposal of properties are adhered to per allocated project.
  • Manage land usage in accordance with National and Local legislation to ensure statutory and MDP compliance per allocated project.
  • Meet the requirements of and participate in Local and National Government’s development plan with regards to property ownership and development as per allocated project.
  • Liaise with internal teams to ensure projects are executed efficiently on agreed timelines.
  • Excellent knowledge of contract management processes, including negotiation, drafting, and monitoring compliance.
  • Generate income for student centers and other university properties within this portfolio, through effective management, leasing, and identifying new business opportunities.
  • Ensure that expenditure is in line with UJ policies, regulations and procedures.
  • Liaise, negotiate, and communicate with all internal and external stakeholders with regards to the management, development and land usage of properties as per allocated project.
  • Knowledge of local and national legislation related to property management, including town planning, zoning, and environmental laws.

Minimum requirements

  • Postgraduate qualification (NQF 8) in Property Management, Town Planning or equivalent is essential.
  • 5 years’ proven people management experience, including leading and developing teams, managing staff performance. 
  • 5 years’ proven experience in managing property projects, lease agreements, conveyancing, and contracts within a higher education or large institutional setting.
  • 5 years’ experience in property development, including managing heritage properties, and navigating government policies and regulations.
  • 5 years’ experience in town planning and land use management, as well as the application of relevant property legislation is essential.
  • Proven experience in town planning, understanding land-use rights, and applying relevant legislation in the property development and management context.
  • Expertise in investigation and preparation for negotiations between various parties and relevant stakeholders, such as tenants, contractors, government bodies, and academic departments.
  • Experience in managing property projects within a higher education environment, including overseeing the planning, execution, and delivery of property development or renovation projects.
  • Proficiency in property management software and Microsoft Office 365.
