Job description

“Please note that the University is obligated, in terms of recent amendments to the Criminal Law (Sexual Offences and Related Matters) Amendment Act 2021 (Act 13 of 2021), to assess all prospective employees (including applicants) against the National Register for Sex Offenders (NRSO). The outcome of such an assessment may have an impact upon possible employment with the University.

Responsibilities:

  • Plan, organise and manage the end-to-end tender process in a fair, transparent and equitable manner in accordance with the Supply Chain Management Policy.
  • Ensure quality submissions of tender reports or packs to various committees.
  • Process and send tender related purchase orders to the end-user departments and service providers.
  • Ensure effective stakeholder engagement and communication with committee members, project leaders, managers, peers and externa stakeholders.
  • Ensure timeous and proper tender progress reporting.
  • Effectively manage and ensure timeous execution of tender requests.
  • Provide supervisory role to junior Tender Administrators where required.
  • Ensure adherence to policy during the tender process.
  • Attend to audit queries and provide required documentation.
  • Ensure effective document storage, archiving and record management for tender related documents.
  • Proactively assess personal skills, knowledge, and competency gaps relevant to the procurement, tendering, and financial administration functions.
  • Attend internal and external training programs, workshops, and seminars focused on procurement and supply chain.
  • Ensure cost effectiveness during the sourcing process.
  • Engage in tender negotiations, where applicable.

Minimum requirements

  • A Bachelors’ degree (NQF 7) in Procurement or Supply Chain Management or equivalent qualification.
  • Three (3) years' relevant experience in tender administration.
  • Experience working on the SCM modules, experience on Oracle will be an advantage.
  • Knowledge and understanding of procurement Act, policy and principles.
  • Understanding of the procure to pay processes.

Recommendations:
 
  • Previous experience as Tender Administrator in the Procurement function.
  • Oracle experience of the PO module, Oracle Cloud experience, E-Tendering.
