Job description

The University is seeking to appoint a dynamic, decisive, innovative, motivated, qualified and energetic leader of high professional standing as an Executive Director: Financial Support Services.  The primary responsibilities of the Executive Director: Financial Support Services is to provide financial support, management, and administrative of the day-to-day financial operations, financial business partnering, and supply chain management not limited to ensuring that proper accounting practices are followed in line with financial prescripts.
 
Reporting directly to the Chief Financial Officer, the successful incumbent will be responsible for strategic and exercutive leadership, management, and governance of the Division of Financial Support Services.  Executive Director: Financial Support Services is a member of the Executive Leadership Group.

Are you able to deliver competently on the following?
  • Develop the financial support services strategy in line with the Fourth Industrial Revolution.
  • Provide strategic guidance and Executive Management for the full operational function and translate the strategy and annual performance plan into operational financial management plans.
  • Determine, articulate, implement, and lead divisional-based strategic initiatives to enhance the Division's reputation and performance by the institution's Strategic Plan 2025 to enhance and support global exellence and stature.
  • Provide input into the financial management strategy and annual performance plan.
  • Oversee the development, review, and implementation of relevant policies, procedures, and systems following the relevant legislative/statutory requirements.
  • Oversee the delivery of financial support services through collaboration with finance clients.
  • Draft and communicate UJ Supply Chain Management strategy to ensure alignment with the Institutional strategic objectives.  Ensure the implementation of efficient and effective SCM processes and procedures, including appropriate  controls to manage all aspects of the sourcing and procurement of goods and services.  This includes Chairing and giving guidance to the SCM committees.
  • Review and manage contracts of the University and ensure compliance with best contract management principles and practices.
  • Maintain the integrity of the fixed asset system and enforce the implementation of asset management strategies in line with the relevant regulatory framework.
  • Perform accurate forecasting, budgeting, and allocation of resources within the division/unit.
  • Oversee the maintenance of proper, up-to-date records and reporting system.
  • Implement a governance framework to ensure professional conduct by division/unit employees and upholding of UJ values and governance principles.
  • Promote the Division in broader national and international contexts.
  • Manage capacity within the division/unit to ensure sustained service delivery and oversee staff development and management, including retention and recruitment.
  • Ensure high-quality divisional governance, administration, and systems functioning.
  • Ensure the effective and efficient management and utilisation of the Division’s finances and resources.
  • Respond to the Department of Higher Education and Training (DHET) funding and innovation-related policy documents, draft proposals, and reports and initiative policy.
  • Manage risk within the portfolio.

  

 

Minimum requirements

Requirements:
  • Master's degree in Finance (NQF 9).
  • Must have worked in a highly complex large organisation/environment.
  • Possess extensive and demonstratable 10 years of executive/senior management experience.
  • Proven strategic management, resource management, and people management.
  • Solid knowledge of financial management, financial accounting standards such as IFRS.
  • Sound knowledge of the relevant legislation applicable to financial management.
  • Sound knowledge of the business environment, the relevant role players within the business, and their key responsibilities and outcomes.
  • A dynamic and responsive leader with a well-established and acknowledged success record, high-level administrative skills along with the ability to develop and maintain good networks.
  • A well-respected executive leader who can inspire and motivate.
Recommendations:
  • Professional body registration with SAICA as a Chartered Accountant CA (SA) or
  • The Chartered Institute of Management Accountants as Chartered Global Management Accountants (CGMA) or
  • Association of Chartered Certified Accountants admitted as a member (Chartered Certified Accountant)
  • Registration with the Chartered Institute of Procurement and Supply (CIPS)
  • Executive management experience in a tertiary environment, higher education experience with excellent knowledge of the sector.
Terms of Appointment:
The position of Executive Director: Financial Support Services is a 5-year contract appointment, with an executive-level remuneration and benefits package commensurate with experience and qualifications. The appointment may be renewed for a further term of office subject to performance.
 
Retirement Age:
The normal retirement age for members of the Executive Leadership Group is 65. Consideration will be given to candidates who would be able to serve for a 5-year term.
