Head II: Residence Operations (P7) (Student Affairs Division: Residences)
Position Summary

Job description
- Strategic Planning:
- Develops a strategy and operational plan for UJ residence.
- Ensures that the vision, mission and strategic objective of the department is adhered to and aligned with the university’s vision and mission.
- Performs other related duties as assigned and requested by the Director from time to time.
- Introduce forms for room allocation during residence registrations for e.g., residence checklist and sign in forms.
- Conduct surveys on residence facilities to measure against strategic objectives.
- To ensure planning of maintenance in residences in terms of minimum standards set in the Student Housing in Higher Education Policy.
- To monitor performance of staff reporting to the role.
- Ensure that stock taking is done in all residences.
- To monitor and manage outsourced services or external contractors (gardening, pest control, sanitation/cleaning, security and maintenance)
- To supervise cleaning and hygiene in all residences.
- Ensure that all UJ residence furniture is recorded.
- To draft, develop, monitor, and enforce service level agreement entered with other stakeholders.
- Residence Leadership and management:
- To effectively and efficiently manage and develop student living in residences (university accommodation in accordance with the applicable UJ policies, rules, and procedures.
- To manage and develop staff at residences.
- To ensure that the university policies with regards to all aspects of residence operations is adhered to.
- To ensure the effective and efficient management of residence facilities in all UJ residences.
- Project Management
- Management of movable assets in Residences
- Hosting off external group booking and hosting of their programmes.
- Manage costs effectively in order to ensure budget adherence in collaboration with the residency policy and procedures.
- Management of all placement officers within the institution
- Stakeholder Management
- Forge internal and external relationships with key stakeholders.
- Manage relationships between staff and university authority.
- Advise the Director to manage staff in terms of career development, and performance.
- Give guidance and advice to the Director on Residence Operations related matters.
- To ensure coordination and synergy amongst Student Accommodation functions on relevant campus.
- Prepare budgets for the unit in line with the UJ policies.
- Ensure efficient and effective management and utilization of financial and other resources within the unit.
- Manage and protect institutional infrastructure and assets under your control.
- Draw a template to record day-to-day incidents and develop inspection form for residences
- Ensure repair costs for damages/breakages are recovered though breakage claims and are reported monthly.
- To ensure hygiene quality in residences is kept adequately.
- Ensure that the OHSA is adhered to.
- To assist with the admission of placement of students in UJ residences.
- To ensure proper management and control all movable assets in residences, offices, storerooms, and control movement of those assets between storerooms and residences
- Adhoc requests in line with student accommodation and residence life.
Minimum requirements
- A relevant Bachelor’s degree / B/Tech or equivalent qualification is essential.
- At least three (3) years’ experience within Student Affairs in higher education environment specifically working in a university residence, interacting with student leaders and student development.
- Three (3) years’ managerial (including financial) and administration experience.
- Two (2) years’ experience in planning of maintenance in residences in terms of the minimum standards set in the Student Housing in Higher Education Policy
- Three (3) years’ experience and knowledge of access control management within a university residence environment
- Two (2) years’ experience in Occupational Health and Safety in higher education environment
- Oracle and ITS experience is essential.
- Two (2) years’ experience in supervising contract
- Able to travel between campuses and work outside normal working hours
- Planning and Organisational skills
- Team Player
- Excellent computer skills in Windows and MS Office
- Drivers’ license
- Excellent interpersonal and communication skills
- Ability to use a high degree of initiative and sound judgment.
- Effective negotiation skills.
- Excellent attention to detail and accuracy
- Leadership capabilities with a proven track record on administration
- Knowledge of UJ regulations, policies, and procedures.
- Working knowledge of South African Higher Education/ governance framework and processes (e.g., HEQC, DHET and SAQA).
- Knowledge of the minimum norms and standards as gazetted.
- Knowledge in Higher Education Facilities Management
