Job description

As custodian of the Higher Education Data Analyser (HEDA) portal which uses HEMIS and other data systems, the Division for Institutional Planning, Evaluation and Monitoring provides information and support for the strategic and institutional decision-making, reporting and planning processes of the University. The Division’s Unit for Data Governance and Management is seeking a highly competent and motivated Head of Data Governance, Data Insights and Analytics to manage the University’s strategic data needs and to provide high-level analyses to the stakeholders it serves, such as governance structures, the university executive, faculties and divisions. Ensuring data integrity and quality is central to the function. The Head reports to the Director of Data Governance. 

Job Description:

The Head of Data Governance, Data Insights and Data Analysis is required to provide data analytical services in support of key decision-making strategic functions of the university – strategic plan, annual performance plans, enrolment plan, student success monitoring, student advising etc. The purpose of the job is to ensure that all data provision to executives, divisions and faculties is accurate, in accordance with the data definitions of the main systems used (HEMIS, HEDA), timeous, and complete. The job would also entail developing new systems and ways of analysing data for internal and external stakeholders of the university.

Responsibilities:
 
  • To identify, prioritise and advance data-driven solutions for highest impact outcomes across the organisation. This includes reporting, evaluation and monitoring, and supporting initiatives to improve student success.
  • To expand/improve a culture of insights-based decision making, providing appropriate analyses, and innovative ways of presenting data.
  • To identify opportunities for the organization to further leverage data through integrating data from different systems for enhanced analysis.
  • To expand and build on insights and analytic tools in support of the university’s strategy.
  • To ensure information is provided on time to the target audience in the correct format.
  • To ensure data management (DW, SSIS) data quality and data security within the HEDA environment.
  • To ensure data system operations adhere to regulatory compliance standards.
  • To ensure continuous delivery of data services, through oversight of service level agreements and performance targets.
  • To establish controls for ensuring that efficient and effective data management functions are performed.

Minimum requirements

Qualifications

  • A Master’s degree in a field related to computer science, information management, or data analytics

Experience

  • A minimum of five years working in the higher education sector in an institutional research, planning, quality assurance or data analytic role
  • At least three years’ proven experience in quantitative research using large data sets and statistical methods
  • At least three years’ proven experience in academic technologies for online and blended learning
  • A thorough understanding of higher education institutional processes within the teaching and learning environment
  • Experience in initiating and conducting self-generated research
  • Experience in maintaining and working with complex databases
  • Experience in presenting at local and international conferences
  • Proven experience in producing scientific reports
  • Proven experience in developing research instruments
  • Proven experience in managing projects

Knowledge

  • MS Office (Word, Excel, PowerPoint)
  • Learning Management Systems (LMS)
  • Knowledge of HEDA, HEMIS, RIMS, MIS
  • Knowledge of Statistical software (e.g. SPSS, R.)
  • Data science and coding skills
 
Recommendations:
  • Experience in learning analytics, modelling and predictive analytics
