Job description
- Develop short and long-term strategic plans to ensure the effective functioning of the Enforcement Unit.
- Put processes/systems in place to identify and handle problems proactively/timeously and ensure investigation collaboration with appropriate stakeholders.
- Ensure that the Enforcement Unit provides efficient, and client focused investigation service to all University Stakeholders and that feedback is given to all relevant role players.
- Enable and implement best practice principles in the day-to-day activities of the Department and maintain positive relations with internal and external clients.
- Continuously apply quality management by evaluating and assessing service levels and apply corrective processes where required.
- Draft and provide input into statutory reports.
- Formulate submissions regarding new policies/SOP’s or amendments to existing policies/SOP’s. Provide required information to the Director Compliance Risk and Enforcement: regarding recommendations and supportive information on amendments to existing/new policy.
- To plan, organise and manage the operations of the Enforcement Unit.
- Implement mechanisms to ensure that investigations result in high rate of convictions and/or sanctions.
- Provide support and guidance to the investigators on serious incidents.
- Consolidate and analyse all crime incidents and prepare relevant management reports.
- Provide executive level reports on prominent and sensitive matters.
- Provide input into media responses.
- Ensure that investigation reports and dossiers meet the necessary requirements for court, insurance or University proceedings.
- Execute high profile investigations in a planned methodical way.
- Analyse incident reports and assign the matter to an investigator or relevant business unit.
- Review and analyse investigation reports and dossiers completed by the Investigators.
- Ensure that the investigative methodology adheres to all relevant UJ policies/SOP’s and relevant legislation or regulations.
- Personally, investigate all incidents that may pose reputational risk to the University.
- Build and maintain relationships with all stakeholders from the security cluster to ensure speedy resolution of incidents.
- Testify in court cases and/or internal proceedings.
- Compile, review and submit investigative report the Director Compliance and Risk for approval.
- Draft a management reports which include but are not limited to the following, Crime statistics, trends and proposals to address such incidents (including the analysis of information).
- Ensure that all incidents on the Incident Management System are updated continuously.
- Enforce and monitor compliance with policies, procedures & legislation. Report deviations and implement necessary corrective actions or controls.
- Manage the Enforcement Unit’s services and suppliers in accordance with SLA’s as required.
- Analyse statistical data and reports and prepare risk assessments and mitigation plans accordingly.
- Draft and participate in reviews of security policies, processes, and practices, and recommend changes to management.
- Participating in departmental audits and resolving all relevant audit findings
- Financial management, planning and control of allocated budgets.
- Actively participate in Community Police Forum (CPF) and other crime prevention forums.
- Obtain and share information in line with relevant UJ processes and applicable legislations.
- Conduct compliance audits and inspections.
- Audit adherence to compliance with relevant regulations.
- Draft compliance reports.
- Review and provide first level approval of investigation and compliance reports.
- Compile investigation report on high profile cases.
- Draft and compile management/statutory reports as required.
- Build and maintain effective working relationships both internally and externally stakeholders i.e., Employment Relations, Student Judiciary, SAPS, NPA, etc.
- Participate in Community Police Forum (CPF) and other crime prevention forums.
- Continuously liaise with SAPS, Metro Police, CID, relevant Magistrate's Court, and the National Prosecution Authority and attend meetings/proceedings as representative of the Department.
- Liaise with Division: Occupational Health and Safety on matters/cases which require their input identified during an investigation or compliance inspection.
- Interact with the UJ media regarding crime prevention programs and other UJ crime related issues.
- Motivate, develop, and direct people as they work, and identifying the right talent within the team.
- Recruit and train investigation personnel to ensure an effective Enforcement unit.
- Continuously monitor performance levels of staff based on the formal and approved performance management system.
- Control the quality of activities of staff by means of formal and informal quality control measures.
- Plan and manage the procurement and logistics of the Investigation Unit, to ensure that team has all necessary resources to work effectively.
- Build and maintain a culture of competence, congruence, compliance, customer focus and accountability within the team.
- Handle grievance of staff by means of the prescribed grievance.
- Demonstrate the values of the university and lead the team to do the same procedure guidelines.
Minimum requirements
- Investigation Degree or any equivalent qualification (NQF 7), with minimum 5 to 8 years’ of experience on senior management level in the law enforcement, government, or corporate environment.
- Have a valid driver’s license.
- Have PSIRA Grade A
- Be available to respond to emergencies on campus within 1-hour required.
- Be available to work after hours, holidays and weekends if required.
- Expert level knowledge of business and management principles involved in strategic planning, resource allocation, human resources modelling, leadership techniques, production/working methods, and coordination of people and resources.
- Expert level knowledge of legislation, policies, procedures, precedents, legal codes, court procedures, and government regulations.
- Knowledge of principles and processes for providing customer and personal services.
- Expert Level computer skills (MS Office, MS Power Point and MS Excel).
- Understands main business drivers in order to impact on decision making and get things done.

- Preferred – Senior managerial experience in an investigation within a campus security environment. Preference will be given to candidates with experience in higher learning environment.
