Job Description:

  • The purpose of the job is to manage the various areas of sustainability, environmental management and utility and resource management (SEU) at the University of Johannesburg. The sub-departments are linked and the appointed director will report directly to the Executive Director: Facilities Management.
  • The role covers all four UJ campuses and other UJ facilities, namely Kingsway, Bunting Road, Doornfontein and Soweto, JBS Park and off campus facilities.

Responsibilities:  

  • This diverse department requires that the appointed individual should be able to manage the varying requirements of a diverse range of specialists.
  • Perform overall departmental planning, auditing, performance measurement and the setting of departmental objectives that are in line with UJ long-term targets for the related areas.
  • Coordination and supervision of all activities related to the various areas within the areas reporting to the Director.
  • Provide leadership in the department to ensure that sub-departments all perform exceptionally.
  • Identify new projects in conjunction with the Executive Director: Facilities Management and the Senior Director Infrastructure Development and the Director Logistics and the Director Central Technical Services to provide facilities and support for internal requirements within the purview of the department.
  • Coordinate and supervise service providers in the sub-departments as well as in the broader UJ in the specific domains related to sustainability, environmental management and utility and resource management.
  • Compile and implement forward planning in all the areas in the department to ensure that the department fulfils its overall mandate.
  • Perform the required quality assurance of all SEU services required to achieve the department goals.
  • Analyse all service provision with respect to key performance indicators in SEU fields.
  • Advise regarding the development of improved service provision in all sub-departments to exceed the various regulatory minimum requirements.
  • Oversee and manage the financial aspects of all the sub-departments.
  • Adhere to and enforce compliance all UJ standards, policies, processes, and procedures
  • Identify and manage risks within the Portfolio
  • Ensure and enforce environmental compliance and sustainability
  • Plan and execute capital projects, including but not exclusive to SEU components of infrastructure, municipal services and emergency power, grounds and sports, student centres, and the fixed property portfolio
  • Assume responsibility for key SEU projects in line with set project timelines
  • Build and foster relationships with internal and external stakeholders to build mutually beneficial collaborations and understanding
  • Strengthen relationships with stakeholders and partners, nationally and internationally
  • Promote the Division in broader national and international context
  • Oversees staff development and management, including retention and recruitment

Minimum requirements

Minimum Requirements:

  • A 4-year degree in any cognate field of engineering related to sustainability, environmental management, and utility and resource management
  • A minimum of 5 years’ proven experience in a management position involving clients at a high level. (Could be part of the period of specialist sustainability, environmental or utility management next.)
  • A minimum of 3-5 years’ proven experience in a specialist post in either sustainability, environmental management or utility management.
  • A minimum of 2 years’ Project Management experience in managing multi-disciplinary sustainability, environmental management or engineering projects.
  • A strong orientation towards analytical management with reference to service provision industries.
  • Experience of service provision auditing.
  • A minimum of 5 years’ proven experience in compiling and writing management reports and proposals, including monthly regulatory and management reports.
  • A well-respected leader who can inspire and motivate the academic community, students, alumni, and external stakeholders in the University’s to provide innovative best SEU-related practices.

 Recommendations:
 
  • Registration with the SA Council for the Engineering Professions as Professional Engineer or relevant Professional Body (or in exceptionally motivated cases or international applicants proven eligibility to register with the relevant professional body.)
  • Sound knowledge, insight, and a strategic vision with regards to Facilities Management and SEU operations in the Higher Education sector in general.
  • Postgraduate management qualification (NQF 9).
